To request inspection services during the construction stage submit the following form to Contact: WaterUtilityInspections@calgary.ca. This email is for all construction and certificate requests.

Requests Construction Complete Certification (CCC) and Final Acceptance Certification (FAC) for new subdivision work under a Master Development Agreement use the following forms:

• E2122 - Subdivision CCC request
• E2123 - Subdivision FAC request

To request Final Acceptance Certification (FAC) for work completed under a Master Indemnification Agreement, please submit your request through Contact: WaterUtilityInspections@calgary.ca.

Inspections of water utility infrastructure under the Master Development Agreements and Interim Indemnification Agreements follow the Consulting Engineer's Field Services Guidelines.

Please note: The above forms (E2122 and E2123) supercede 7.9 Certificate Inspection Request and Appointment Confirmation within the Consulting Engineer’s Field Services Guidelines.

The guidelines are currently under review to provide more clarity around inspection requirements and further enhance the inspection processes. In addition, inspection fees and fee structures are being reviewed for adjustments to better align with service level agreements.

In the Province of Alberta, the Apprenticeship and Industry Act (AIT) regulates the minimum certification requirements for any workers performing certain cathodic protection (CP) functions.

Therefore, if The City of Calgary has not explicitly stated that worker certifications are required for projects (including CP scopes of work), then it is at the contractor’s discretion to determine whether a CP sub-contractor is required or whether the contractor is competent in performing the functions based on AITs CP Technician Regulations​​

Mandatory CP documentation

If you are a contractor or an engineering consultant involved with a City of Calgary construction project that has a CP component in its scope of work, the applicable documents must be utilized and be readily available upon request by a City of Calgary CP inspector.

The City’s Cathodic Protection Division has implemented a revised quality management system which includes the use of Inspection & Test Plans (ITP) and Quality Assurance/Quality Control (QA/QC) documents. The purpose of this system is to assist contractors in maintaining consistent levels of quality with CP system construction projects that meet City of Calgary standards.

A digital copy of the completed and signed off documents must be submitted electronically. The original hard copies must be included in the project turnover package. Incomplete or partially signed-off documents submitted will not be accepted.
