I am concerned about one of my coworkers: he smells of cannabis, his eyes are red and he is yawning all the time. He operates safety sensitive equipment. Am I obligated to do or say anything?

Yes, you do need to say something because you have an obligation to help keep the workplace safe. You should reach out to one of these contacts:
- Your Leader
- Your HR Business Advisory Business Partner
- A Corporate Health Consultant
- Your Union Representative (if you are unionized).
- Your Safety Advisor
