Eau Claire Area Improvements is moving into 2022 construction!

The project is moving into the second season of construction. 2021 was a productive construction season in Eau Claire. We saw site preparation, demolition, new installations, and rebuilding start on all the projects within the Area Improvements Program. The program also:

  • Captured and released over 55,000 fish from the lagoon
  • Recycled over 843 tonnes of concrete and 62 tonnes of steel from the old Jaipur Bridge
  • Installed over 4,000 square meters of steel sheet pile, and nearly 2,000 square meters in the first part of 2022
  • Over 500 tonnes of concrete unit pavers were re-claimed for use on other City projects
  • Lumber cut from the areas trees within the project have been salvaged and we aim to reuse the timber on site
  • Over 1000 shrubs were retrieved for replanting around the city.

What to expect for 2022

Similar to 2021, impacts due to construction in Eau Claire include an increase in on-site construction activity, including construction crews, vehicles and heavy equipment, noise and vibrations throughout construction from motorized equipment, ground compaction and vehicle back-up alarms, and soil disturbance and dust emissions. The construction work hours for the Eau Claire Area Improvements Program are Monday to Saturday from 7 AM – 7 PM, and construction activity on weekends, weekdays, and overnight as required. 

Anticipated Schedule:

This construction season, you can expect to see completion of work and the opening of the New Jaipur Bridge and the Centre Street Pedestrian Ramps. The team isworking to have portions of the Promenade and Eau Claire Plaza open in 2022.

Please note: the schedule is subject to change depending on factors such as complexity, weather, supply chain, and access. Construction will continue until snow and cold weather limit work, typically middle to late October, depending on the year.

Spring:

  • Jaipur Bridge will pour the concrete bridge deck. You can expect dust and noise as crews grinds and finish the concrete surfaces. Railing and lighting will also be installed. Landscaping on Prince’s Island will take place in April and May.
  • Work on the Downtown Flood Barrier and Eau Claire Promenade will focus on earth works, structural work, and deep and shallow utilities. Trenching and utility work will take place within Sien Lok Park, along with nighttime work around the Centre Street Bridge.
  • The Eau Claire Plaza will continue with concrete and earth works for site grading. You will also see framing of the boardwalk and decking finish.
  • The Eau Claire Lumber Company Building will be open and activated as the Eau Claire Neighbourhood Hub.
  • 3 Avenue metrics and evaluation public survey will be open for input through to the Fall 2022.

Summer:

  • Grading, hardscaping, landscaping, and continuation of utility work is planned for the Downtown Flood Barrier, Eau Claire Promenade, and Eau Claire Plaza.
  • Structural work will continue for the new Centre Street Pathway Underpass.

Fall:

  • The Eau Claire Program will be preparing for winter shutdown in the fall.
  • A report back to the community on the 3 Avenue metrics and evaluation is anticipated for fall/winter 2022.
  • Work will begin on the Play Plaza in Eau Claire Plaza.

Detours:

The general route for detours this season will remain, but you can expect:

  • 3 Avenue is open and will remain as a dedicated detour until 2023
  • Shorter term, localized detours will be required at times throughout the projects
  • Adjustments to the detour alignment in the Plaza and Jaipur, however, access to the island will be maintained 
  • As work completes and safe to do so, we will work to open the permanent pathways
